I wasn't expecting anything to happen to the unfixed/rattling/sunken mess if Rutland Street until well after the results of the Roseburn-Leith consultation and any echoes, so perhaps this is either normal scheduled surface-levelling work or possibly just someone ripping it up to install nonsense-wires, though they're very thoroughly (if roughly) collecting all the setts, hopefully whilst they spend a good long time laying something solid underneath so that they don't immediately start rattling and sinking once a few buses and lorries have been over them.
