The Rotary Clock Tower

There is a clock tower in the park across from my office. It was erected in 1955 to celebrate 50 years of Rotary activity in Liverpool. Interestingly there are 4 clock faces, each telling a different time but all incorrect! There is also an philosophical inscription engraved into the sandstone on each side. I wonder when it stopped working and why the council does not fix it. From my office its always 1034 which is coffee time so that's fine my me!
