I am not sure about translating this idiomatic expression, but maybe "pagar o pato" means "be the whipping boy". This big inflated duck was set at the esplanade of ministries. "Chega de pagar o pato" means that people are tired of being charged with so many taxes and see the money going to the pockets of the politicians...
