A Blip puzzle!

Here are three suggestions as to how this phrase came about.
1. If you have had too much to drink, you could well end up on the tiles in the bathroom.
2. Could it be from the 1900's when people were dancing the night away  on a tiled dance floor
Or
3. Perhaps it's from the idea of lively cats walking across rooftops looking for action!!!
