Who's in Charge Here?

We ran into a long traffic delay on the way home from yoga. This is apparently part of a sewer replacement at the Padden Creek daylighting location. Earlier in the project, a large quantity of the nasty stuff spilled into the creek and eventually ended up in Bellingham Bay. Fortunately no fish were harmed.
