A new beach ?

An unusual site. Our prevailing west wind, the Tramontane, blows from that side of the river towards us in Grau d'Agde. 

I can't recall any recent south easterlies that would have deposited sand over there and I can't believe the Council have dumped it there. It's a bit of a puzzle.
