Today spotted by an acquaintance.
The story that he has to it, is that it has long been in the family. Shoemakers were in the family. 
He has received it from his father and probably it looks shoenmaker, whose clothes by the ravages of time as torn rags hang around him, is more than 100 years old.
The figurine is made of tin.
