Fashion gone awry

Facial tattoos aren't to everyone's taste nor dressing in a very daggy way; each to his own I suppose. This guy caught my attention by his shuffling - you could not call it walking, it was impossible for him to manage more than a slow shuffle. I've not seen jeans worn quite this low before. He wouldn't want to be in a hurry.
