A Peacock?

Not a peacock or another bird. Was a lady sitting next to me on an outdoor  restaurant in Oslo today. The heater was on above her head. Hoped she would turn her head to the left, so I could say hello and ask for a blip, but she did not. She was probably in a thawing up process. She did not move at all, and I had to go.
