Christmas Card 24 - Ice Queen

They called her the Queen of the Steppes.  With her tiny army, she defeated an Empire.  Her secret was information.  She seemed to have eyes everywhere.  They said that, at night, she would change into a She-Wolf and roam far and wide whilst during the day, she flew as an eagle.  In reality, she paid a number of informers who sent news across the frozen land using a network of signalling kites.

She was terrible in battle but generous in victory and this meant that defeated towns were happy to stay under her control.  Before long, governments were surrendering to her without raising arms at all.

But, as with her tactics, so with her life.  She appeared from nowhere and vanished as suddenly.
