Holiday Jigsaw

I do love a jigsaw. This one came from a charity shop, and I have two questions:

1. Is it cheating, if, upon opening said charity shop jigsaw you find that all the edge pieces have been put in a small plastic bag, not to mix them all in?

2. What kind of person removes all the edge pieces and puts them in a small plastic bag before giving it to a charity shop?

It is the first Sunday of the holidays, and I am a very happy bunny.
