Where's Your Car Debbie?

I went over to Widnes today to meet a friend for lunch. I stopped off on the West Bank to see if I could get another angle on the Runcorn/Widnes bridge for my blip but I was taken by this child's toy on a sandbank in the middle of the Mersey. I was mystified as to how it had ended up there and thought it looked as if the seagull had just parked it there to have a wander.

I wondered if I should explain the title but I thought it would be a nice 
mystery. Does anyone know without looking it up? (other than kwdiane).

Postscript 

I didn't honestly expect anyone to recognise the title as it is a song being played a lot on 6 Music at the moment. My radio station of choice.
