This Japanese emoticon, (>_<), which indicates a state of confusion or sorrow, would make this notice more noticeable. Given that this is only aimed at students, not at those of authority in the campus or visitors, it is also likely that the producer chose to use such a casual item that doesn't normally appear in a form of sign used for large numbers of the general public.
