Is it a cage? Is it a fence?

The monstrosity on Royal Mile looks very much like an ugly, enormous cage in the daylight. Judging by the photos I've seen it provides a decent light show twice an evening, but it doesn't quite make up for the fact that THIS is what every visitor to Edinburgh and every resident doing Christmas shopping will have to stumble upon in the daylight, does it?
