Christmas...Again!!

Why do we get hit by floods almost every year, around this time? It's supposed to be a happy time, when so many poor folks must spend the most miserable holiday! One wonders if our entire drainage systems are totally inefficient to cope, when other countries get heavy rain,with far fewer people affected? Maybe we need more full blown storm drains?
