Plain English is available
This sign is aimed at foreign tourists visiting Kyoto, one of the most popular tourist destinations in Japan. It looks friendly, with the characters telling not to hesitate to ask for help; and yet it could also be mean in that it is asking the recipients in advance to make their English simple even in case of emergency. Still I hope tourists feel relieved to see this sign in a country where not many people understand foreign languages.
Personally I like this sign, which my friend spotted at a train station in Kyoto and kindly sent to me.
