The incomplete sections of the azalea leaf were probably cut out by a Leaf-cutter Bee to use as discs which it would glue together to form cells for the larvae to develop somewhere in a sheltered hole. Although the leaves can look unsightly it is reassuring that these solitary bees were around to pollinate the plants.
