It may be difficult to clarify, but I always find it interesting that English can often put things that are salient the most in a given situation into the subject position. The escalator seems to be prominent as it is literally 'moving.' In Japanese (as realised in the largest letters in this sign), on the other hand, someone who has made the escalator move slowly is assigned to the subject.
