Whiskered Tern

I'm having trouble positively identifing this bird, he may well be shouting his name in this photograph! I think the bird is either a juvenile Whiskered Tern or a juvenile Sandwich Tern, but I'm asking people for help with this one please. I really like the reflection on the water and the little water droplet on his shoulder. I wait for your verdict on his name.
