Down and Out.

I like Portland very much but the one truely disturbing feature is the shockingly high level of street homelessness. I've been told and seen that there are two elements to this - first groups of people who, as a lifestyle choice, choose to travel from place to place and sleep where they can - second those who are homeless not through choice but often because some personal tragedy or medical, drink, drug or mental health problem has placed them there.
