What is it?

We travelled over by train to Manchester today as I am attending an England Athletics meeting tonight at Sport City stadium. Staying a couple of days to see what Manchester has to offer. Wondered around the streets near our hotel and found the object/sculpture in the Blip – no idea what it is all about.
