NOT a lazy blip

Following on from our conversation the other evening, this is definitely not a lazy blip but a quest for information. I've recent been cutting back a bit in the garden and this pretty shrub has come to light. I can't remember what it is called and I should say that it isn't striped as it appears in this shot - that's just the light. Any thoughts?
