Part of Glasgow City Chambers

I've always thought these arches were magnificent. They are part of Glasgow City Chambers, the most prestigious building in Glasgow, completed in 1888 and which is usually photographed from the front.  The arches appear to have no purpose, but perhaps they were a back entrance into the City Chambers at a time when goods may have been transported by horse and carriage?
