Back Blip - Why Not?

I have a pretty good habit of not taking pictures of homeless people or beggars, but this guy wins a prize.  I really don't think he is homeless and hard to take him serious in this gab.  There are always a few of these around town trying to take a new angle on getting people's attention for a laugh and maybe some sympathy.
