Water: Between a rock and a hard place

Women are not allowed, by tradition, or superstition to dig wells.
Men have to be paid to do it.
Women have full responsibility for sourcing and carrying water.
Its a strange old world.
I think this well, dug by hand, will be about 6 meters deep. It will have taken 2 men 3 days to dig it. It will take two men a day to build the bricks. it will tahe two men about 2 hours to make the cover.
It will take Alfred an hour to install the pump.
Then clean water attired with a gentle push or two.
It's not rocket science.
Its not even science.
Its the simplest pump in the world
SO WHY HAVE THESE WOMEN NOT GOT CLEAN WATER BEFORE
NOW?
Maybe no one really cares!
