Why?

There are some odd names in Cumbrian towns. This sign is in Carlisle on a bridge which carries the main west-coast railway. Carlisle has an English Street and a Scotch Street so perhaps there is a connection?
My favourite odd name is in the part of Keswick which floods most. It is the lowest part of the town so no surprise about the flooding. What is a surprise is that the area is called High Hill!
