The deck is stacked

Back in the old days (say, June), we would be almost certain to have the roofdeck to ourselves in the evening, but lots of new people have moved into the building and seem determined to get their money's worth. I'm sure it will all calm down again in the few weeks and we'll go back to having a quiet vinho verde on the roof again.

The less said about the rest of the day the better. Change one letter in the word "deck" and you get the idea. There are multiple possibilities...
