Trouble in paradise

We drove through some gorgeous countryside as we continued our way north towards Canberra.
It was a rude awakening in the midst of this beauty to come across a fence where shot foxes had been hung on the fence. I sympathise with the farmer losing his lambs to them but I don't understand the rationale in "displaying" them on a fence. Is this to bring the problem to the attention of the passing public - or does he think other foxes will take heed of the warning??!
