Trying to talk her way out of a ticket

Two mounted policewomen confronting a dog(s) owner in the grass
where dogs are not allowed for a number of reasons.  However, they
gave her a ticket anyway and as always, a curious onlooker - actually,
there were several onlookers.  New York is a place where theater takes
place on every corner.  Just have to keep an eye open.  A walk home
can be very entertaining.
