Lightbulb Moment (Not)

Someone, somewhere, somewhen designed a light bulb that lights with a fluorescent element using a not-quite-standard halogen-like fitting, and resulting in a light exactly the same as a mundane compact fluorescent.

Someone, ... designed a bathroom light fitting that takes precisely this one type of obscure bulb.

Someone, ... installed several such fittings in our bathroom, presumably knowing the bulbs were wildly non-standard and sold at £25* quid a pop (pun slightly intended).

At what point did any of this seem to be a Sensible Thing To Do?
