Tyred Out?

A surprisingly sunny afternoon on the sheepshead peninsula found us cycling along the coast road. We stopped at a small beach for a wander and there was all sorts of flotsam to peruse including this unusual tyre remnant. Couldn't resist! I wonder what its history may be.......?
