Say what?

Lovely afternoon out at Mesnes Park (pronounced mains... Apparently!) in Wigan. I checked in here on Facebook and my friend lifferz commented that I must rub the foot and make a wish. I asked the cafe staff for an explanation and she directed me to this sculpture. All the kids dutifully rubbed his foot. I hope their wishes can come true.
