Strange......to an outsider

I haven't lived in a small town/village for all that long and as a result I am not fully versed in the traditions of the Gala. So to drive past someone's house in the summer and it looks like this causes a lot of excitement/interest.

I am still not sure why they do it. But it seems like some harmless fun. So long may it continue.
