Just breaking bud, this is the common-or-garden Hogweed, Heracleum sphondylium, quite harmless (we used to feed it to our rabbits), and not to be confused with the irritating and increasingly widespread Giant Hogweed, Heracleum mantegazzanium. Extra photo is of Giant Valerian, Valeriana pyrenaica,
