I don’t think so.  Why do people treat disabled spaces with such contempt?  The rest of the car part was half empty yet these workmen decided that this was the best place to park.  The only thing that comes close are the folk that park in the “drop off” spot.  There is a clue in the title, it’s for dropping someone off, not for parking.
