Rainy day alpine flower

I spotted this very bright Alpine Rose (I think) in my friends garden this morning.  It was gently raining but it appears that the petals manage to keep the stamens and stigma fairly dry inside.  It is only a small flower but the stamens when seen at this range look a lot like sugary lollipops to me.
