Masonic?

This building on Constitution St, opposite where I take the car for its TLC ( which it certainly my doesn't get much of from me), has the oddest upstairs windows.

I think it is the old Leith council Chamber, now part of Leith Police Station, which I visited on Doors Open Day last year.

Would I be right in thinking the builder would (naturally) have been a member of Masonic Order?
