Deliberate?

Deliberate fires are in the news at the moment as they are costing the fire service thousands of pounds and hundreds of firefighter hours to tackle. The hill in the background is a renowned place for cars and grass being set alight, sadly. I am guessing that the plumes of smoke are the result of a deliberate act.
