Mullein it over

A dwarf verbascum, soundly perennial, so much so that I have forgotten it's name and the label went west years ago! Even with Google's help my musings have not found the answer. From a flat mat of leaves the flower stem rises to about 30cm. The soft petalled flowers flutter in the breeze like so many little butterflies.
