Banksy?

This has been on the wall by the library for a while but despite some Googling I can't work out if anyone knows where it came from. There used to be a water feature running down the wall but so much soap (and worse) got thrown into it that it was permanently turned off.
At least no-one has managed to wash off the painting - I quite like it!
