The all-over protection of the rainsuit is slightly compromised by the normal shoes at the bottom but adding wellies would render him effectively unable to walk whilst the suit still protects him a bit if when he decides to fall over into a puddle. I think he feels more restricted in his movements than he actually is, resulting in a sort of laboured gait and stiff-legged not-really-trying movements when presented with an easily-clambered-up obstacle.
