Delays

We have a new completion date for the flat that my parents have bought and they will be living with us for at least two months from the end of March. Seemingly the builders have only just discovered that there is no water main in the road outside and are wondering how to get water into the building. When the completion date was November of last year, moving out of their home in March seemed fine!
