Mystery object in Alexandra Palace Park

Well, it was a mystery to us when we happened across it, and it seems to be a mystery still, because I can't discover online what it is. Some say an anchor point for an airship or barrage balloon or man-lifting kite or balloon, others suggest that it must be a pressurized (or pressurizable) container, perhaps connected at its base to pipes beneath ground level.
