Letter from a crazy man

Sorting out the kitchen paper pile (mostly consisting of various appliance instruction manuals) and rediscovered this letter we received from a neighbour shortly after moving in.

To give this some context, we do indeed rent our house and our landlady had some work done as she split the property in two and needed to let us get separate gas/electricity bills. Like much of Brighton our street is full of rental properties. 

That particular stretch of road is permit only and cannot be parked on by visitors anyway but ho hum.
