"Poppa"

The sculpture of Sir Ludwig Guttmann, from whom came the Paralympics, outside the Spinal Injuries Unit at Stoke Mandeville Hospital.

It's set on a small stone platform at ground level. His right hand is open and at what looks about the right height that someone in a wheelchair could wheel up next to him and have their photo taken, with Poppa's hand resting on any handle on the back of their chair.
