Carfax carving

This carving is over the entrance to Carfax Tower in Oxford. I don't know the story behind it, but I'd like to know; hundreds of people probably pass under this doorway every day, and I wonder how many look up. Is the horseman about to attack the benighted citizen with the crutch, or to help him?
