Who is TAJ?

I can see most of this building from my bedroom window and noticed that someone seemed to have spelled something out in the lights that were left on so I popped downstairs to take a closer look and get this blip.
I suspect that it's deliberate but I'd like to think that it was just the cleaners having a bit of fun.
