Maddening

This building [intended to be a small hotel] in Charlottesville was begun in 2007 - work proceeded until they got the roof on it and then ceased entirely. The idiot who owned it had a falling out with his partner and then declared bankruptcy. It's right across from the theater that I visit every Thursday morning to do volunteer work with their database, so I see it, and curse it, regularly. It blocks what was once a nice long view to the south. Every other year or so it changes hands and there are promises of its being completed. But so far - it stands there derelict.
