Most of Saint Paul is on a bluff of some kind or another. Near the end of Summit Avenue, right before the cathedral and the drop off into the CBD, there's Lookout Park, which is a small area with benches and this very large eagle statue.

This is the New York Life eagle, which stood above the entry to the New York Life (insurance company) building in Saint Paul. When the company made it's westward expansion, it commissioned eagles for each of its branches; Kansas City, Omaha, and Saint Paul. When the New York Life building was being torn down in Saint Paul, the eagle was saved, and year and years later, it was brought here to overlook the Mississippi and the flats below.
