Paradise Duck...

... also known as Paradise shelduck/putangitangi/Tandorna variegata.

Most unusual to see one strutting on a roof.  More commonly seen grazing in paddocks and wetlands.  This one is a male - white head - but the female was just out of sight on the neighbouring roof.
